Jules César Denis Van Loo was the son of the renowned history painter Carle van Loo. He won the Grand Prix de Rome in 1767 before going to Rome to study at the French Academy. He then became a member of the Royal Academy of Painting and Sculpture in 1784. He exhibited at the Paris Salon between 1784 and 1817. A landscape painter, particularly of Italian scenes, he lived in Turin between 1791 and 1794 (the Sabauda Gallery in Turin holds several of his landscapes).

César van Loo specialized in snowy landscapes with ruined architecture, and he enjoyed great success with prestigious clients such as Louis XVI and Cardinal de Bernis (for the latter, he notably painted five views of Italy, now in the Musée des Augustins in Toulouse). Other landscapes of his are held at the Louvre Museum.
Our painting is similar to a large late work, "Snow Effect (Ruins of the Old Veroli Gate in the Papal States)," dated 1814. In fact, a copy of part of our painting appeared on the art market; this signed and dated 1815 work sold at auction in 2019 at Tajan for €1,500.
