As a child growing up in Aumale, Germain - Thill had the opportunity to observe the customs of the country and portrayed spinners and dancers. He also exhibited religious and mythological works at the Salon des Artistes Français from 1901, at the Salon d'Automne and from 1908 at the Salon des Artistes algériens et orientalistes. He also made engravings for book illustrations. He painted in the south of France and in North Africa. In 1906, he returned to Algeria, where he spent the rest of his life, and a retrospective exhibition was held at the Salon d'hiver d'Alger in 1926. A painting by him is now in the Musée d'Alger (Le pont d'Austerlitz).
