Georges Picard was born on December 23, 1857, in Remiremond in the Vosges mountains.
He was a student of Gérome at the École des Beaux-Arts in Paris. He was a painter of figure compositions, murals, figures, nudes, and also an illustrator. He exhibited regularly at the Salon of the Société Nationale des Beaux-Arts and was its treasurer for a long time.
Alongside painting, he illustrated Sigurd and the Tales of Perrault. He received important and prestigious commissions, including for the Casino de Monte-Carle, the French Embassy in Vienna, the Foyer du Théatre de Lille, the Petit Palais in Paris, and especially for the Hôtel de Ville in Paris, where from 1892 to 1898, he designed the Lobau Gallery, which connects the two entrance halls. There, he realized his project of allegory of the march of man towards progress. In his easel paintings, he often depicted childlike scenes and nudes.
